This recommended list is a starting point to begin issuing licenses on July 1, An individual who wishes to apply for a tiered licensure with a different professional certification or associate's degree can apply and request board consideration of their credentials. If the board approves the credential, they can add the credential to this list. An individual or organization that disagrees with a credential on this list should provide their concerns in writing for the board to consider removing credentials from the list.
According to Minnesota Statutes, Chapter D. Below are lists of applicable licenses. Please note that some licenses old rule that are no longer available as initial licenses can be renewed by persons already holding those licenses.
To teach young children in an ECFE program one of the following licenses is required:. Applications for all special permissions may be received and granted in accordance with the rules and statutes governing these permissions. PELSB has created this guidance document.
If you trained as a teacher outside the United States or its territories, you may be eligible for a license to teach in Minnesota. Prior to starting the application for licensure, you will need to submit materials, including transcripts of credits, pattern of training, and degrees awarded, to a PELSB-approved evaluation service. More information about approved evaluation services and the process to becoming a licensed Minnesota teacher can be in found in the Foreign Credential Evaluation document.
If you have obtained a regionally-accredited bachelor's degree from a state-approved teacher preparation program with field-specific student teaching equivalent to requirements of Minnesota programs, you may qualify for a Minnesota teacher license under the tiered licensure structure. An out-of-state teacher may apply for a Tier 2 license prior to passing the MTLE content and pedagogy exams if they have met all Tier 2 licensure requirements and have been offered a position by a Minnesota public school district or charter school.

An initial tiered license application is not complete until PELSB receives a cleared background check. Note: The above process is subject to change. If you have questions contact portfolio. PELSB state. The lifetime substitute license is available only for individuals who are receiving a retirement annuity as a result of previous teaching experience.
If you are not receiving a retirement annuity, you must apply for a three-year short call substitute teaching license. Do not use the online licensing system if you are using any of the CTE requirements to obtain a short-call substitute license. These requirements include having an AA degree, five years of work experience, or an approved certificate in one of the CTE licensure areas. Also, do not use the online licensing system if you are enrolled in a teacher preparation program, completed student teaching and have a final grade posted on your transcripts for student teaching, but do not have the degree awarded.
